Production Hit 5.72 million tons in November
According to the data released by the National Bureau of statistics on December 17, China's lead production in November reached 5.72 million tons, an increase of 15.1% over the same period of last year, also a record high. Metal zinc production increased 13.1% year-on-year to a two-year high of 594,000 tons.
Global lead supply shortage reduces
According to the data released by ILZSG on December 17, the global supply shortage of lead decreased to 2,400 tons in October and 36,200 tons after correction in September. In the first 10 months of 2019, the global lead supply shortage expanded to 81,000 tons, compared with 53,000 tons in the same period last year.
Global refined lead production
According to the monthly report released by the world Bureau of Metal Statistics (WBMs) on December 17, the global lead market was in short supply of 281,000 tons from January to October 2019, and it was in short supply of 243,000 tons in 2018. As of the end of October 2019, the total inventory is 30,000 tons less than that at the end of 2018. In the first 10 months of 2019, global refined lead production (primary and secondary) was 10.095 million tons, an increase of 5.8% over the same period of last year. China's apparent demand is expected to be 4.722 million tons, an increase of 581,000 tons over the same period last year, accounting for 46% of the global total demand. In the United States, apparent demand fell 7,000 tons year-on-year. In October 2019, the global refined lead production is 1062300 tons, and the consumption is 1,066,300 tons.
Distribution of renewable lead production capacity
More than 85% of China's recycled lead raw materials come from waste lead batteries, and more than half of the lead consumed by the lead battery industry comes from recycled lead. By the end of 2019, the domestic waste lead-acid battery treatment capacity is about 15 million tons, which is expected to account for 90% of the national renewable lead production capacity.
Environmental protection supervision
On May 9, 2019, the general office of the Ministry of ecological environment issued the notice on carrying out the work of overall planning and strengthening supervision (the first round) of ecological environment protection in 2019 in an urgent manner. The document covers 25 provinces and municipalities directly under the central government, as well as 7 special contents, and is distributed to relevant departments in various regions in the form of urgent documents. The working group of ecological environment supervision has "packaged" the contents of supervision, involving seven special contents, including the special project of urban black and odorous water treatment, the special project of drinking water source protection, the special project of "waste cleaning action" and the special project of cracking down on "foreign garbage" import. Among them, the "clean up and waste action" special project, for 6 issues not removed from the Listing Supervision one by one, to carry out spot check on other issues, involving 11 provinces (cities). As for the special project of cracking down on the import of "foreign waste", the implementation of environmental protection measures for solid waste processing and utilization enterprises was spot checked, involving 14 provinces (cities). In the previous inspections, the inspection team found problems and reported them to the higher authorities. Neither the enterprise nor the local government knew the situation. In order to prevent the occurrence of "unjust, false and wrong cases", since the first round of strengthening supervision, the complaint mechanism has been formally established. That is to say, after the problems found by the working group are reported, if the local government has any objection to the existing problems, it can appeal to the Ministry of ecological environment within 3 days. According to the regulations, the working group will move in uniformly on May 14, and the time of moving in will not exceed 10 days. According to the Ministry of ecological environment, the working group has successively settled in Jiangsu Province, Fujian Province, Chongqing City, Jiangxi Province, Hunan Province, Anhui Province, Jilin Province, Hebei Province and Zhejiang Province. Under the influence of this background, the self-examination in Zhejiang, Henan and other provinces is particularly noticeable.
‘Technical code for recovery of waste lead-acid battery’
In April 2019, the State Administration of market supervision and the State Standardization Administration officially approved the release of the national standard technical code for the recovery of waste lead-acid batteries. This means that the waste lead-acid battery recycling industry has officially entered the road of ‘compliance'.
Lead reserves ranked second in the world
China ranks second in the world in terms of lead reserves. The global lead resources are mainly distributed in Australia, North America, China, Central Asia and other countries and regions. The lead reserves of the top five resource countries account for 68% of the total world reserves. As of 2018, the global refined lead production is about 11.765 million tons, mainly produced in China, Europe and the United States. More than half of the world's refined lead production comes from recycled lead.
Recycled lead
With the continuous development of lead industry, the consumption of lead raw materials is more and more large, and its recoverable resources are less and less. Therefore, the recovery and reuse of lead has become the focus of the lead industry. At present, the production of recycled lead in developed and medium-sized industrial countries has exceeded the production of primary lead: for example, the production of recycled lead in the United States has accounted for more than 70% of the total production of lead, in Europe it has reached 80%, in some lead resource shortage countries it has reached more than 90%, and the global average is 50%. Due to the low recycling rate of lead resources and the long-term contradiction between resources, environment and economic development in China, by 2019, China's renewable lead production only accounts for less than 60% of the total refined lead, which is lower than the world average.

According to the data of business agency, the average price of spot lead market in East China on December 19, 2019 was 15,037.50RMB/ton, 18,531.25RMB/ton, down 18.55% compared with the price of spot lead in East China at the beginning of the year (January 1, 2019).
