In 2023, the United States exported 14.3 million tons of waste paper, a 17% decrease from 17.1 million tons in 2022. This is the lowest annual export volume of the United States since 2004, and it is also the third consecutive year of decline in export volume. The largest export markets are India (importing 2.7 million tons), Thailand (2.5 million tons), Mexico (1.9 million tons), Vietnam (1.6 million tons), and Malaysia (1.5 million tons). The reason for the decline is a decrease in the flow of materials to India. Although the country remains the largest importer of waste paper to the United States, the import volume of waste paper in 2023 decreased by 31% compared to the previous year. There has also been a significant decline in exports to Mexico (down 23%) and Vietnam (down 19%).
