The Department of Raw Materials Industry under the Ministry of Industry and Information Technology recently convened a symposium on stabilizing growth in the cement sector. The meeting emphasized the need to fully recognize the acute imbalance between supply and demand in cement production capacity. With the goal of promoting dynamic equilibrium between production and consumption while advancing industrial transformation and upgrading, efforts must adhere to market-oriented and rule-of-law principles. This requires both preserving existing strengths and pursuing reform and innovation, focusing on immediate needs while maintaining a long-term perspective. Strict measures must be taken to prohibit new capacity additions, regulate existing capacity, and phase out outdated capacity.
The meeting stressed that leading enterprises must play a guiding role by strictly implementing policies on cement capacity replacement and standardization. By the end of 2025, they must develop capacity replacement plans for production exceeding approved project filings to align actual capacity with registered capacity. Industry associations must strengthen self-regulation,conduct regional market supply-demand balance studies,organize peak-shifted production in the cement sector,and conduct average cost surveys across regions.These efforts will provide pricing references for operators,prevent unfair competition practices like below-cost dumping,and foster a healthy ecosystem conducive to industry development.
